1. Dar es Salaam Area Programme Manager

Child Safeguarding:
Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

ROLE PURPOSE: 
The Dar es Salaam Area Programme Manager is accountable for providing management and oversight of the implementation of all the awards in Dar es Salaam (DeS) and based out of DeS and to represent and advocate for Save the Children’s work and organizational priorities with a wide range of external parties including government representatives, communities, donors, UN and other humanitarian agencies operating in the area. He/she will provide leadership and guidance to the programme team comprising different sectors of (currently) Child Protection, Child Rights Governance, Health/youth and Education.

SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners.  Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania.  We currently have an operational presence in Dodoma, Shinyanga, Zanzibar, Songwe and Kigoma and we work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $10 million.



Reports to: Director Programme Implementation
Dimensions: Maintains strong linkages with the Support Services Director, Senior HR and Admin Manager, Head of Awards and Director of Programme Development and Quality.
Staff directly reporting to this post: Senior Programme Manager SIDA Core, Programme Manager ARSHR, Discover Learning Programme Manager, Comic Relief Programme Manager, Wellspring Education Officer.

KEY AREAS OF ACCOUNTABILITY:
Ensure that budget holders have all planned activities and related expenditures for the DeS projects on track with recorded DIPs in strict compliance with the agreed budget lines and Save the Children’s financial regulations and are reviewed on a monthly basis during Regular Award Review Meetings. Contribute to the development of same for any new awards through relevant budget holders and link with DPI for activities in field offices.
Work closely with the Partnership Manager (PM) and programme managers to ensure the quality of partner identification, training and task implementation within these awards.
Through the programme managers support partners in the implementation of projects and ensure a capacity assessment and development plan is in place, regularly reviewed and followed-through.
Ensure the programme managers develop technical materials in collaboration with Technical Specialists and possibly outside consultants to further programme activities, objectives and results.
Ensure all programme activities on the ground fulfil the requirements of the approved Save the Children Country strategic plan.

Operational
Ensure all staff comply with Save the Children financial and logistics procedures.
Ensure functional systems are in place for effective project planning, preparation, start-up and implementation in each of the awards through the relevant budget holder.
Ensure that programme managers prepare monthly project updates and quarterly / annual reports including all required documentation and ensure timely submission to the Senior Management and donors through the member office.
Ensure all programme activities are in accordance with the approved Save the Children Country strategic plan.
Ensure that security guidelines are prepared and followed in Dar es Salaam for actual operational sites and that any breaches of these are handled appropriately: monitor the security situation in the programme area and respond accordingly.
Record and report any security incidents to the country Safety and Security Focal Point and the Director Programme Implementation/Country Director.
Incorporate child rights programming into all aspects of Save the Children's work in the operational areas where possible and with support from DeS office colleagues and ensure requirements of Save the Children Child Safeguarding Policy are fully complied with by all staff, partners and visitors to the programme.


2. Monitoring, Evaluation, Accountability and Learning / Research
In collaboration with the MEAL TS establish and ensure implementation of a strong MEAL system for the programmes (MEAL plans, indicators, performance tracking tables, monitoring tools, benchmarks etc.)
Ensure programme managers include baseline studies, formative assessments, mid-term evaluations, final evaluations and other research studies as well as learning events as part of annual DIPs and inform MEAL team when a new grant will begin and development of MIS is required.
In collaboration with MEAL unit, ensure the development of process, output and outcome level Quality Benchmarks and that programme managers regularly review progress on indicators/achievement of targets.
Lead the programme managers to discuss monitoring findings during programme coordination/review meetings, review MEAL reports to highlight key project strengths and areas of improvement, and use learning from monitoring reports for project planning and implementation.
Provide programmatic inputs for the development of the ToRs of evaluations/baseline studies which include background information and scope of work and proposed methodology in conjunction with TS and MEAL input.
Be part of review of accountability to beneficiaries’ data and reports and provide technical support to implementation team using key learning from accountability system for program development, planning, improvement and implementation.

3. Staff Management and Development
Line management responsibilities for the programme managers based in Dar es Salaam.
Support the programme managers in the recruitment, training, and promotion of staff as appropriate and ensure appropriate professional development opportunities are provided, in addition to line reports.
Manage the performance of all supervisees through the effective use of the Performance Management System and ongoing mentoring/coaching.
Lead, manage and motivate the relevant staff members, ensuring they have clear work plans and objectives and receive quarterly supervisions and reviews.
Ensure all staff receive the relevant training and support required to enable them to undertake their responsibilities effectively in line with internal project management systems

4.  Save the Children representation
Regularly coordinate and collaborate with other SC sector teams to strengthen programming and impact for children.
Engage the donor and Tanzania government officials at all required levels as required to ensure Save the Children is considered a preferred and active partner in Tanzania.
Represent SCI in various meetings with GoT at different levels, donors and local and international partners when required.

QUALIFICATIONS AND EXPERIENCE
Degree level in management or social studies. Masters preferred.

2. Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

The Tuwekeze Pamoja MEAL Officer takes the overall responsibility of operationalizing the MEAL system and SCI MEAL approach for Tuwekeze Pamoja in Songwe programme area. The post-holder will be expected to lead on MEAL system implementation including monitoring of program quality, rolling out accountability initiatives, supporting program evaluations of Tuwekeze Pamoja programme in Songwe. The Program MEAL Officer will lead project research works for innovative programming to achieve the project desired change in Songwe programme area. The post-holder will link with Programme MEAL Coordinator based in SCI Dar es Salaam Office, will technically lead partner’s staffs in data collections, consolidation and management and quality project implementation; The MEAL Officer will be expected to conduct MEAL capacity building of Tuwekeze Pamoja project staff and partners for successful delivery and attainment of project objectives.

KEY AREAS OF ACCOUNTABILITY:
Together with the MEAL team and in collaboration with the Tuwekeze Pamoja Programme Managers and partners, the MEAL  Officer will be responsible for establishing and promoting the use of MEAL systems to ensure that the  Tuwekeze Pamoja project team  and partners:
Is informed on the extent to which the Tuwekeze Pamoja programme interventions are affecting the lives of the targeted beneficiaries in Songwe programme area.
Receives regular and timely meaningful feedback from Tuwekeze Pamoja program beneficiaries and partners. The feedback should effectively inform and signal areas of strategic attention for improvement of Tuwekeze Pamoja programme implementation plan.
Provided data for evidence-based knowledge on the positive and negative impacts the Tuwekeze Pamoja programme interventions are realized over the communities during SCI works in Songwe programme area
Collect and compile data of Tuwekeze Pamoja programme implementation that demonstrates the significant value of combining research and innovative programming to achieve the programme intended results and influence policy change.

Program Monitoring, Assessments, Evaluations and Reporting
In collaboration with the Tuwekeze Pamoja Programme MEAL Coordinator establish and ensure implementation of a strong MEAL system for the Tuwekeze Pamoja programme (MEAL plans, indicators, performance tracking tables, monitoring tools, benchmarks etc.) at programme level in Songwe area
Carryout planning and facilitate Tuwekeze Pamoja programme baseline studies, formative assessments, mid-term evaluations, final evaluations and other research studies as well as learning events as part of annual DIPs.

Review accountability to Tuwekeze Pamoja program beneficiaries’ data and reports from implementing partners and use key learning from accountability system for program development, planning, improvement and implementation in the programme area
Contribute in identifying Tuwekeze Pamoja programme staff MEAL capacity gaps and inform Tuwekeze Pamoja Program Manager and set MEAL capacity building plan for programme staff and partners.
Provide technical support  to the  Tuwekeze Pamoja programme partners’ staff in measuring achievement and progress toward program objectives and results
Implement Indicator Performance Tracking Tool and Output tracker for Tuwekeze Pamoja programme that guides  programme progress updates on a monthly basis
Implement Tuwekeze Pamoja programme MEAL systems and processes to measure achievement and progress towards achieving project objectives/outcomes and results/outputs against indicators (indicator performance tracker tables, quality checklists, etc.) at programme level
Organize data, compile  and report on Tuwekeze Pamoja program in relation to SCI global indicators and total beneficiaries reach reports
Conduct monitoring of program quality using quality bench marks and ensure that findings are shared with relevant stakeholders and explicitly fed back into programme decision making, incorporating accountability and learning

Participate in identification of capacity of present and potential partners in quality programming and ensure that MEAL support is provided
Support partners to implement MEAL aspects of Tuwekeze Pamoja programme for appropriate documentation of programme progress

In collaboration with Tuwekeze Pamoja Programme Coordinator facilitate with learning activities like planning for Tuwekeze Pamoja program review workshops, prepare lessons learnt reports, etc. 
Participate in organizing activities that promote participation of beneficiaries and children in monitoring and evaluating Save the Children development programmes, specifically, Tuwekeze Pamoja programme in the programme area

QUALIFICATIONS AND EXPERIENCE
A degree in an area of social development or equivalent.
Minimum three years practical experience in M&E system coordination/implementation in an international non-governmental organisation or other international development body;
Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyse and disseminate complex information to a range of stakeholder audiences;

3. Driver Post

Child Safeguarding:

ROLE PURPOSE:
The overall responsibility of the Driver for Tuwekeze Pamoja programme is to drive Save the Children staff with a purpose to facilitate the implementation of programme activities. The key role is to provide support during implementation of Tuwekeze Pamoja programme objectives. The Driver has a responsibility to adhere to driving procedures and guidelines, perform routine maintenance of the vehicle, support logistics activities and ensure that the vehicle is clean and in good condition.

KEY AREAS OF ACCOUNTABILITY:

The Driver for Tuwekeze Pamoja programme in close collaboration with the Finance Assistant and Logistic Assistant will be responsible to provide support to Tuwekeze Pamoja programme team during implementation of the programme activities.  The key areas of accountability that will need to be performed include:
To drive Save the Children passengers within Songwe region and the country as required
Take proper care of assigned vehicles and the safety of the passengers at all times.
Carry out routine vehicle maintenance checks on a daily basis to ensure proper upkeep of vehicles and immediately draw the attention of the line manager of any damage or fault on the vehicle.
Carry out weekly maintenance checks on SC vehicles which includes: check of engine, gear box, alarm system, vehicle tools, battery, locks, brakes, clutch fluid levels, loose nuts and bolts on the vehicle, unexpected noises,  fluid leaks under the vehicle and any damage to the body or interior parts of the vehicle.
Altering the Area Programme Manager on time on the expiration dates of periodic servicing and maintenance of the vehicle in line with manufactures recommendations and SC transport policies and procedures.
Maintain the cleanliness of SC vehicles at all times, both internally and externally
Drive in a safe and reasonable manner following the standard speed limits set by SC at all times and report an accident at the earliest opportunity.

Complete the logbook on a daily basis as per the transport management handbook.
Make sure SC vehicles are fueled on half tank basis and every month end the tank is full before commencing the next month’s log book.

To be readily available for the at least consecutive full four month period during the implementation of program.

4. LOGISTICS ASSISTANT

Child Safeguarding

ROLE PURPOSE
The Logistics Assistant will provide logistics support in relation to asset management, warehouse management, stock in transit management, fleet management and non-flight travel in Songwe programme area and reporting on the same.

KEY AREAS OF ACCOUNTABILITY:

Assets Management
Maintain and update the Assets Register and Equipment Register for the Tuwekeze Pamoja programme and Mbozi office.
Ensure that all the changes to the assets and equipment’s locations or conditions are reflected in respective registers in a timely manner through tracking of movement and that any discrepancies are reported immediately.
Ensure that all assets of the programme are labelled correctly and ID cards created.
Ensure that the assets that are issued to staff are authorised, recorded and necessary paper work exists as per the policy of Save the Children.
Ensure that all assets are properly maintained and looked after. Any miss-use and abuse is reported and senior management is updated on the status and issues related with assets.
Ensure the Asset register is shared with the Logistics Coordinator/Manager at the end of each month.
Conduct periodic asset verification and checks on all assets.

Warehousing and Stock Management
Ensure that all procured materials are properly stored and correctly recorded and that the stores in Mbozi office is maintained following standard SCI procedures.
Ensure that the movement of inventories IN and OUT of the stores is correctly documented, authorised and paper work is done as per procedures.
Alert the relevant Programme Manager /Requester about the receipts and dispatches and coordinate with them as it may be necessary.
Ensure that Stock Cards and Bin Cards are updated and stock reports are produced and circulated to Logistics Manager; data is uploaded to the internet based warehousing management system (TiM) on at minimum a weekly basis.
Prepare by the 5th of the following month a monthly warehouse report for verification by his line manager.
Ensure that any items disposed from the stores are done so in compliance with Save the Children procedures.

Transportation and Freight
In collaboration with of the Finance Assistant, organise transportation of goods and ensure all accompanying paper work is produced in a timely manner.
Compile accurate documentation relating to the movement of items between locations per consignment.
Liaise with the Procurement Unit to arrange transportation of goods and equipment between Dar es Salaam and Mbozi office and ensure that the goods are securely packaged and loaded to prevent damage during transportation.

Fleet Management
Ensuring proper safety, security and handling of SCI fleet to the best interest of the organization and manage SCI Tanzania vehicle fleet in accordance to the operational needs and in compliance with the required standard procedures.Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
Ensure that all SCI Mbozi fleet asset administration is executed in a professional manner and in accordance with SCI standards, procedures and Tanzania legal obligations.
Ensure that all SCI Tanzania fleet assets are regularly checked and serviced and maintained according to preventative maintenance schedules and in line with manufacturer’s recommendations and warranty requirements.
Lead the production and initial analysis of all fleet management reports for the Tuwekeze Pamoja programme and Mbozi office on monthly, quarterly, and annual basis for presentation to the Logistics Manager.
Ensure that vehicles are adequately equipped with tools, fire extinguishers, first aid kits and any other equipment required as part of the programmes local safety and security policies and procedures.

Staff Transport
Communicate effectively with the staff or visitor on arrangements made with name of SC Driver or contracted service provider with time of pick- up and phone number of driver concerned.
Under direction of the Area Programme Manager, manage in the most efficient and effective utilisation of SC vehicle in Mbozi office.

Other General Support Activities
Assist and implement standard Save the Children logistics systems and procedures.
While the majority of work will be carried out in the Songwe region, the Logistic Assistant, may be required to make occasional conduct supportive visits to partners.
The Logistic Assistant will be required to carry out inductions with new staff on aspects of their role and areas of expertise.
The Logistic Assistant may be required to provide technical support to Implementing Partners.
Conduct Performance Review with line report and ensure clear work and personal development objectives are established with timelines and regular feedback and support is provided.
As a member of the Mbozi and Tuwekeze Pamoja team, she/he will work collaboratively with the team members to ensure good coordination, communication, planning and customer service to staff and the programme, including providing cover for, and support to others and undertaking any reasonable additional duties as delegated by the line manager.

Child Safeguarding
All staff have an obligation to ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and related policies. They must conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

QUALIFICATIONS AND EXPERIENCE:
A Diploma in supply chain, logistics or procurement
2-3 years’ experience working in similar role in an NGO or private commercial sector
Member of a professional body e.g. CIPS, CILT or KISM will be an added advantage 
Excellent computer skills especially in MS Excel spread sheets and MS Word
Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
