Job Description
Founded in 1961, PCI is an international non-profit organization
dedicated to promoting community health and integrated development
worldwide. Our mission is to empower people to enhance health, end
hunger and overcome hardship. PCI is headquartered in San Diego, CA, and
currently operates in 19 countries in Asia, Africa, and the Americas.
Sectoral focus areas include health and nutrition; food and livelihood
security; humanitarian assistance and disaster risk management; disease
prevention and mitigation; and local capacity strengthening. Since 2007
PCI Tanzania has operated a Food for Education (FFE) Program funded by
the United States Department of Agriculture (USDA) and has entered the
third phase of the program from 2016-2021 which is implemented in three
districts in Mara Region. The program is carrying out a sustainable
school feeding activity in 231 schools with wrap around support to
improve literacy, health and economic outcomes. Additionally, several
research programs addressing early infant feeding and development will
come on line in 2017. The program is also in growth mode and
The Program Director(PD) reports to the Country Director (who is based
in Dar es Salaam) and will have overall leadership for the programmatic
implementation of the FFE3 program for school feeding, agriculture,
health and education and the Monitoring, Learning and Evaluation
portfolio. The PD will also have oversight for day to day operations of
the Mara Region Offices. She/He will also provide leadership for PCI
Tanzania’s innovation and program quality initiatives, and provide
management support to other projects coming online in the region. The PD
will be based in Mara Region, in the Musoma PCI office and will travel
to Dar es Salaam occasionally.
Key Duties & Responsibilities:
Management
Leads a team of over 50 people implementing the FFE3, Women Empowered
(voluntary savings and loan) and any new programs based in Mara Region
Tanzania.
Provides overall technical guidance and leadership for delivering
results in all programs in close coordination with the Country Director.
Coordinates with leads of assigned projects in developing annual
detailed implementation plans, quality management plans, standard
operating guidelines, synergy indicators and frequent progress review
process.
In collaboration with program leads, identifies, designs and delivers staff training to meet project needs.
In coordination with the Director of Finance:
Manage budget planning and its timely, sound and efficient implementation
Coordinates finance and procurement processes with respective Program Team Leads
Facilitate program-finance linkages
Ensures projects procurement plans and purchases are developed in a
timely manner, meets programs plans and budgets working closely with the
Acquisitions Officer Facilitate learning across projects and scaling up
of best practices
Facilitate regular coordination meetings between program staff and MLE,
focusing on meeting goals, continuous improvement and encouraging
documentation
Strategic Leadership
Reviews project strategies constantly to refine implementation
approaches to achieve impact with the team members and technical support
providers
Ensures synergy within each program’s activities as well as with finance, HR and operations
Coordinates various PCI’s projects to facilitate linkages and learning between them
Leads in developing quality plan for each program/project; ensures
project analytics; and conducts continuous improvement process during
each quarter
Leads in identifying and addressing bottlenecks, barriers to behavior change and risks to program and operational quality
Strategically manage human resources by providing enabling environment and linking performance objectives to project
Reports & Communications
Coordinates with CD and respective Program Leads in development, and
finalization of reports and approves final drafts of all PCI Tanzania
reports prior to submission to donors
Develops presentations and other materials. Reviews and approves
presentations prior to dissemination and to broadly market successes
Collaborates with Program Leads to identify operations and technical
services support required from the International Office (IO), schedule
and follow up with the IO on provision of support needed.
Supports Country Director in building and maintaining relationships with
donors, local partners, local government officials in Mara Region and
other stakeholders.
Coordinates donor and partner visits to activities and ensures close
collaboration and relationship with Government of Tanzania and local
partners.
Represents PCI Tanzania in other external meetings, as assigned by the Country Director.
Innovation & Program Quality
Identifies innovation opportunities and provides leadership for PCI
Tanzania’s innovation efforts working with other team members.
Working with the Country Director supports development of program quality initiatives and manages their implementation.
Business Development
Works with the Country Director to identify and develop proposals for new opportunities.
Identifies and build relations with potential partners.
Conducts preliminary research on partnerships and potential new program concepts.
Coordinates proposal development process in country.
General
Identifies systems gaps and works with PCI Tanzania’s Senior Management
Team to improve efficiencies, costs savings and improved results.
Trains senior managers in PCI culture, practices and management systems.
Manages external consultancies, in collaboration with Team Leaders and the Country Director.
Supports Monitoring and Evaluation staff and Program Leads with baseline, mid and final evaluations.
Other duties as assigned.
Required Qualifications:
Minimum of 10 years of progressively increasing management
responsibility in international development, preferably in Tanzania or
other countries.
Post-graduate degree in development studies, health, education, agriculture or community development or other related field
Demonstrated skills in program management; familiarity with related tools and approaches
Proven experience successfully leading highly skilled technical staff, managers and support staff
Fluency (verbal and written) in Kiswahili to communicate and grasp complex concepts.
English fluency (verbal and written) must be at the native speaker level.
Skills in continuous improvement processes, data analytics for evidence based decision making and strategic thinking.
Demonstrated experience and ability to manage US Government agency or
other development partner reporting, budgeting, procurement, and project
management, including monitoring and evaluation.
Proven capacity to collaborate effectively with partners at multiple
levels, including Ministry officials, NGOs (local and international),
representatives of civil society, the private sector and USDA as well as
other donor agencies.
Development philosophy in keeping with PCI’s mission, vision, core
values and approach to integrated, community-driven programming.
Excellent analytical and self-motivation skills; excellent advocacy and persuasion skills; able to think critically.
Tanzanian citizen highly preferred.
