Consultancy services – Feasibility study, environmental impact assessment and designing a water supply and sanitation project – Tanzania

WaterAid Tanzania (WAT), Nelson Mandela African Institution of Science and Technology (NM-AIST), eWATERpay Ltd. (a UK company), and the Arusha District Council (ADC) plan to implement a safe water supply, sanitation and hygiene services project in the five villages of Lengijave, Olkokola, Seuri, Ekenywa and Ngaramtoni in Arusha District Council. The project “sustaining rural water supply and sanitation services through integrated innovative technologies and behavior change interventions” aims to generate evidence-based knowledge on how best the WASH sector in Tanzania can address the known sustainability issues and accelerate efforts by government and its stakeholders to reach the Water Sector Development Programme (WSDP II 2020) commitments. Additionally, the successful implementation of this project will directly contribute to the achievement of SDG 6.

Objectives of the assignment

The overall objective of this assignment is to undertake a feasibility study, an environmental impact assessment and to develop a technical design for the planned water supply and sanitation project in Arusha District Council.

Specific Objectives

• Analysis of availability of water resources and the potential to develop sustainable water supply for the proposed project in five villages in Arusha District Council.
• Carry out a social, economic, cultural, political and geophysical analysis of target area to inform the development of a sustainable water supply and sanitation service for the rural and peri-urban population of Arusha District Council.
• Explore the business model viability for water supply and the related design technologies and recommend models and technologies that will be applicable in the context of the project area.
• Carry out an environmental and social impact assessment for the proposed water supply scheme(s), to identify potential adverse effects and recommend suitable and sustainable mitigation measures.
• Assess the performance and identify gaps of CWSTs and the existing water supply management structures (including COWSOs, local utilities and related structures), and provide recommendations for improvements.

Time frame

The assignment is expected to take a maximum of twelve weeks for both field works and report writing.

Eligibility

The applicant must be a legal entity, firm or organization, registered in Tanzania with the right to enter a contractual agreement with WaterAid Tanzania. The applicant must demonstrate they have the necessary technical skills and experience to manage and deliver the assignment. The consultant must have no history of legal proceedings related to fraud or corruption. This call for proposal eliminates all applicants who are blacklisted by the Public Procurement Regulatory Authority (PPRA) of Tanzania.

Submission of proposals: the financial and technical proposals hard copies should be submitted in two separate sealed envelopes i.e. one with technical proposal, clearly marked “Technical Proposal” and another marked “Financial Proposal” no later than Friday 16^th June 2017 at 4:00pm.
