Political instability in Burundi and the Democratic Republic of the Congo has caused a large number of refugees to seek protection in Tanzania. NRC opened an operational office in Kibondo, North Western Tanzania, in November 2016 and resumed responsibilities for Camp Management and WASH in Nyarugusu Refugee Camp from May 2017.

Job description
1. Ensure adherence with NRC policies, tools, handbooks and guidelines2. Implement delegated WASH project portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
6. Promote and share ideas for technical improvement
7. Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports
8. Oversee installation and rehabilitation of water facilities ensuring quality and as per specified technical drawings.
9. Facilitate appropriate community involvement in the design and delivery of essential WASH services and facilities.
10. Participate in the requests for project materials; undertake technical verification of project materials upon delivery, and organize for branding where necessary and also call for distribution to the beneficiaries.
11. Development of rapid response and contingency plans.
12. Assess and advise on capacity building needs within the team to ensure effective developments of the quality standards for the Sanitation activities.
13. Carry out informal and formal training sessions (according to identified needs) and evaluate the impacts of this training.
14. To assist and participate in community mobilization.
15. Enable effective dialogue with the affected community to allow the agency to be held to account for the quality of the WASH programme.
16. Help in design of the water reticulation system for equitable water supply within the camp.
17. Provide timely feedback on activity progress and advice on any challenges

Qualifications
• Experience from working as a Shelter Officer in a humanitarian/recovery context• Documented results related to the position’s responsibilities
• Degree/Higher National Diploma in field related to Civil engineering, Water, Sanitation and Hygiene Promotion.
• Be able to use a wide variety of software, including Word, Excel and Power Point
• At all times in and outside work adhere to NRC Code of Conduct
• Proven practical experience in the planning and execution of WASH Programmes of at least 3 years’ experience in a humanitarian and development programme preferably with an INGO.
• Ability to initiate, develop, plan and implement an integrated programme.
• Excellent communication (spoken and written) skills, including the ability to explain and present technical information.
• Experience in capacity building and training of staff and target groups
• Political and cultural awareness
• Fluency in English, oral and written
