Description
Job Purpose: In general, S/he will have hands on implementation of
advocacy activities with support of PMA-Manager. Primary focus is on
policy, reports and budget analysis, consulting, Developing Policy
Briefs, tracking policy implementation and identifying and engaging both
government and private Champions in RMNCH+N programs
SPECIFIC DUTIES AND RESPONSIBILITIES AND PREREQUISTES
A: Program Management
Assist PMA-Manager in Designing, planning and implementing advocacy strategy and campaigns for Family Planning, NCDs and RMNCH+N
Organizing
meetings, seminars, workshops, and special lectures; including
development of agenda, coordination of logistics, correspondences,
speakers, press and invitees, itinerary as appropriate,
Write and send press releases, write seminar/meeting/workshop reports,
Assist PMA-Manager in developing proposals for fundraising,
Responsible
for particular advocacy such as Advance Family Planning II (AFP II)
project and RMNCH+N project including keeping abreast of the in-house
research, that impact on RMNCH+N, Family Planning and NCDs,
Prepare
and actively participate and represent HDT in various networks and
movements to share HDT’s work particularly on Maternal and Child Health
Assist PMA-Manager to identify and mentor youth advocates, Champions for RMNCH+N, Family Planning and NCDs,
Assist
the PMA-Manager in conducting regular landscape assessments to
ascertain country’s performance against Health SDGs particularly in the
focus areas of FP and RMNCH+N,
Closely monitor and align yourself
with national, regional and Global health issues; and share that
knowledge internally to keep the organizational up to date in its
advocacy for health,
B: Reporting
Develop monthly, Quarterly and annual reports or any other
progressive reports or project updates as per donor or internal
requirements,
Develop policy briefs, fact sheets, blog info graphs,
leaflets, placards and any other BCC and advocacy materials aiming at
influencing decision and changing people’s behavior in RMNCH+N,
Provide monthly bulletin on quick wins gained and key issues to be aware of in a month that follows
Develop website updates on quick wins or major breakthroughs in advocacy
Plan and prepare respective donor reports for review by Program PMA-Manager
Maintain appropriate and smart filing for advocacy portfolio in both soft and hard copy
C: Networking:
Maintain contacts of key Government, Parliament and religious leaders who matter for HDT advocacy
Forge
relationships with government leaders and private sector
representatives who can significantly impact on agenda RMNCH+N and
Family Planning at national and sub-national level,
Create and
monitor national and sub-national platforms of champions and decision
makers to reinforce action for Family Planning and RMNCH+N,
Identify and work with advocacy partners and nurture relationships for policy impact at national and sub-national level,
Identify
and maintain contacts with insiders within Government departments which
directly or indirectly deal with RMNCH+N, Family Planning, NCDs,
Maintain
relationships and communication with key health professional
associations or persons regarding Maternal and Child Health issues
within the operational area.
D: Undertake other duties as reasonably
assigned by Line ManagerExperience: Degree in Social Science, Medicine
or Public Policy and at least three years hands on policy/legislative
work or Master’s Degree in Public Health, Policy or other social
sciences with at least two years legislative, policy or advocacy
experience; Legislative, policy or advocacy background required.
Excellent written and verbal communication skills. Excellent networking
and interpersonal skills are required; Flexibility to work occasional
evenings and weekends. Knowledge and understanding of personal
computers, a valid driver’s license.
Technical: Microsoft Word, Excel, Outlook, SAM, Budget and Policy analysis and developing Policy briefs
Skills: The Advocacy Officer must demonstrate:
Full understanding of health systems in Tanzania and in particular
the Reproductive and Child Health. Knowledge on how to use advocacy to
solve problems and create or enhance resources allocation;
Ability to set goals, monitor progress and raise signal when interventions are facing impending risks;
Very good oral and written communication skills;
Personal attitude, behavior and appearance reflecting professionalism at all times;
Willingness to learn, be coached and motivated to develop professionally and personally.
