Description
Palladium is seeking a team leader for an exciting new programme in Tanzania. Institutions for Inclusive Development (I4ID), just starting its implementation phase and running until 2021, is applying new and innovative approaches to contribute to a version of Tanzanian development that benefits the largest number of people possible, including the poor and most vulnerable in society, through better public services and improved jobs and income. The programme is designed to address some of the fundamental governance challenges for inclusive development: underlying governance relationships, and systematic failures in policy formulation and administration.
The strategy for doing this will be to bring stakeholders together to help coordinate and act more effectively in their collective interest, supporting the emergence of coalitions around specific issues relevant to improving inclusive growth and service delivery in Tanzania. Political stakeholders are particularly important in these equations, and I4ID will support elected representatives who are interested to deliver developmental improvements for their constituents, and help them work with others from public, private and civil society sectors towards more strategic solutions to addressing selected issues through policy change and institutional reform.
I4ID is looking for a Team Leader. They will provide leadership, vision and oversight to the programme, building key relationships and overseeing programme delivery and learning. This is an extremely exciting opportunity for a dynamic and ambitious individual to work at the cutting edge of smart and effective development programming, and to be directly engaged in real and meaningful change processes in Tanzania. The position requires a multitude of competencies, and it will offer a great variety of experience and opportunities working with some leading international and national experts and practitioners.
Responsibilities
  • Overseeing the implementation of the programme strategy, managing the
    multiple components and partners? inputs to ensure timely and
    effective delivery.
  • Acting as an ambassador for the programme, building relationships
    and linkages that will nurture new entry points and opportunities for
    programme interventions, and creating the political space for the
    programme to operate effectively in Tanzania, ensuring all
    interventions are locally owned and driven
  • Overseeing an iterative process of review, learning and adaptation of
    the programme strategy and approach, by the team and its partners,
    and ensuring a culture of learning and honest reflection
  • Ensuring that technical advice and inputs from various national and
    international partners is effectively integrated into the programme,
    and ensuring that key analysis is appropriately used and disseminated
  • Building and leading the programme team to ensure high performance
    standards through cohesive team working and development; and
    adaptive, flexible and equitable approaches to management and
    technical delivery.
Requirements
  • Strategic vision, and ability to inspire and bring together teams and
    partners around common goals Excellent networking and
    relationship-building skills, with an ability to lead the team in
    building strong networks and partnerships in government, politics,
    the private sector and civil society in Tanzania.
  • Demonstrated examples of taking an entrepreneurial approach,
    innovating and taking calculated risks, and aptitude for working in
    an adaptive and flexible manner Experience of working with political
    actors, expertise in democratic governance, and/or an understanding
    of how to implement programmes in a politically savvy manner
  • Technical knowledge of some of the areas covered by the programme
    (service delivery and inclusive growth), and/or proven ability to
    effectively bring in and integrate technical analysis to strategy and
    management
  • Past experience of playing a proactive role in development processes;
    experience in policy development, change management or institutional
    reform a bonus
  • Demonstrated ability to lead large teams to meet high performance
    standards, with experience of leading large, complex programmes an
    advantage. Although experience of working on donor funded programmes
    in the development sector is advantageous, those with leadership and
    management experience from other non-development backgrounds (e.g.
    private sector) are welcomed.
